Notes for an address by Charles Dalfen, CRTC Chair, to the CAB 2004 Convention "Putting Canada First"

Good afternoon.

I’m delighted to be able to participate in the CAB convention again this year. And I’m also pleased that a number of CRTC Commissioners are attending the convention. Andrée Wylie, our Vice-Chair, Broadcasting; Barbara Cram, Regional Commissioner for Manitoba and Saskatchewan; National Commissioner Jean-Marc Demers; Quebec Regional Commissioner Andrée Noël; National Commissioner Joan Pennefather and Regional Commissioner for Alberta and Northwest Territories Ron Williams are all here.

The organizers of this convention have managed, as they always seem to do, to pull together a line-up of speakers and topics that is truly impressive. As a result, this gathering has become a premier national event for the discussion of major issues in broadcasting practices and policies.

The contribution that I hope to make today is two-fold. First, I’d like to share with you a quick overview of the state of the industry. Then I’d like to describe some of the major broadcasting items that are on our current agenda. I will also elaborate on the announcement that we made earlier this afternoon concerning incentives for Canadian English-language drama.
