Bernier's hands-on style causes a stir by Simon Tuck

OTTAWA -- Industry Minister Maxime Bernier's direct involvement in the telecommunications sector is without precedent in the past few decades, a top CRTC executive said yesterday.

Richard French, the Canadian Radio-television and Telecommunications Commission's vice-chairman of telecommunications, told a parliamentary committee that in 20 years he hasn't seen a cabinet minister take such a hands-on role.

Mr. French did not say that Mr. Bernier had done anything wrong, though NDP MP Brian Masse said Mr. Bernier had violated the "spirit" of the government's role with his involvement in telecom regulation.

Mr. Bernier has spent much of his first year in cabinet focused on deregulating Canada's telecom sector, including overruling the commission on key decisions on voice over Internet protocol (VoIP) telephone services and the traditional local phone market.
