Susan Sachs quotes CBC Television's Richard Stursberg as saying "my general sense is there's very little appetite in Canada to increase money to the CBC from government sources". However, just eleven months ago, a majority report of the House of Commons Standing Committee on Canadian Heritage recommended that Parliament "increase the appropriations it gives the public broadcaster, from $33 per capita to $40 per capita a year over the next seven years". CBC television's current management describes itself as a "publicly-subsidized commercial network", whereas France's TF-1 is a public service broadcaster. What we have in CBC Television is a failure of leadership.
