FRIENDS of Canadian Broadcasting has developed a suggested Memorandum to Cabinet in the
format prescribed by the Privy Council Office in both official languages. The purpose of this draft Memorandum is to illustrate the content of a substantive reform of broadcasting policy responsive to the principal recommendations of "Our Cultural Sovereignty", the report of the House of Commons Standing Committee on Canadian Heritage (the Lincoln Report). FRIENDS offered this draft to the Hon. Liza Frulla, Minister of Canadian Heritage, in a March 7th meeting.
