Satellite television distributor Star Choice can no longer mix and match high-definition (HD) programming from different programming sources, the Canadian Radio-television and Telecommunications Commission ruled yesterday.
The ruling follows the June, 2004, complaint by CTV Inc. about Star Choice's practice of compiling high-definition programs from different sources and distributing them in so-called omnibus channels. Star Choice, a unit of Shaw Communications Inc., used programming from 12 programming sources for nine omnibus high-definition channels. The federal broadcast regulator found the practice takes away the programming power traditionally wielded by individual broadcasters, which did not give Star Choice permission to develop the channels. The CRTC has ordered Star Choice to end its use of omnibus HD channels within 30 days.
